A very few people in our country knows about a provision called 49-O in the constitution of India. This is under the Conduct of Elections Rules, 1969 Act, in
which a voter can go to the polling booth, confirm his identity to the
polling officer and also get his fingers marked with the black ink.
After that he or she can say his desire to the presiding officer in the
booth that he or she does not want to give vote to any candidates. This
feature is available in our constitution from a long time but the
general public does not have the knowledge because these things have
never been advertised.
